Rules for presenting bids and for electing the President of the CPA

Art. 1

These Rules are drawn up pursuant to Article 11, par. b) of the Bylaws and lay down the general principles and procedures for presenting bids and electing the President of the CPA.

Art. 2

Any adult who does not hold positions in other organisations in the field of professional cycling for which conflicts of interest may arise may be elected President.

Art. 3

Candidates shall send their applications directly to the email address info@cpacycling.com within 15 days of the election date. Candidates shall attach an up-to-date CV to their application. They may also submit short videos and/or documents about their programmes and goals for the future of the association.

Art. 4

Within 10 days of the date set for the electoral Assembly, the secretary shall publish the names of the candidates on the website of the CPA and make the CVs and documents submitted by the candidates available to all CPA members.

Art. 5

In the absence of candidates, the President may be coopted by the electoral Assembly. The President so elected will take office only upon his/her acceptance of the position. If the President so elected does not accept, a new electoral Assembly must be convened no later than 60 days after the date of the previous Assembly.

Art. 6

The person with the most votes of the members attending the Assembly is elected. In the event of a tie, the vote must be repeated. In the event of a new tie, a new electoral Assembly must be convened no later than 60 days after the date of the previous Assembly.

Art. 7

At the beginning of the electoral Assembly, the secretary general, possibly assisted by his/her staff expressly designated for the occasion, shall verify the number and identity of the members attending the Assembly in person and by video conference (associations and riders).

At the end of this phase, the secretary general shall inform the Assembly of the total number of votes that will be taken into account for the election of the President, according to the criteria set out in Articles 12 and 14 of the Bylaws. No votes will be allowed from members who have joined or turned up after the secretary general has officially announced the number of votes in the electoral Assembly.

Art. 8

Once the number of votes has been established and before the vote, each candidate, according to the descending chronological order in which candidacies have been presented (most recent first), shall take the floor in order to introduce himself/herself and illustrate his/her electoral programme to all the Assembly participants.

Each candidate is entitled to 15 minutes for his/her speech, as well as an additional 5 minutes for replies or to answer any questions posed by the members in attendance.

Art. 9

Votes shall be expressed freely and, for individual members, also secretly.

Each voter may express only one preference.

Voting by associations shall take place with a statement by the representative attending the meeting based on the alphabetical roll call by the Secretary General.

 

Art. 10

For individual members participating in the Assembly either in person or remotely, voting will take place through the use of the MyCPA platform specially designed for the CPA.

This platform ensures the identification of individual members and the secrecy of their vote.

Once the vote has been cast and validated by the platform, it can no longer be deleted, modified or repeated.

 

Art. 11

Remote voting shall take place at the same time as in-person voting.

The vote on the platform can be cast from the moment the Secretary General declares the vote open.

Once all the associations voting in attendance have been called, the secretary general shall declare the vote closed and no further votes in attendance or remotely may be accepted or considered valid.

The secretary general, possibly assisted by his/her staff expressly designated for the occasion, shall immediately count the votes and, as soon as the count is complete, inform the Assembly of the result.

 

Art. 12

Before closing the meeting, the secretary general shall collect the list of in-person and remote voters to be attached to the minutes.
